Brief Description of PRO-IMPACT
The PRO-IMPACT project aims to help guide public policies for formal and quality employment in Senegal by improving the production/analysis of sectoral data and the periodic evaluation of the real impact of supported policies (particularly those funded by AICS). The approach is based on a multidisciplinary and integrated methodology, involving working groups within the National Research Council (CNR) and participating institutes (the Institute for Research on Sustainable Economic Growth (IRCrES) and the Institute for Mediterranean Studies (ISMED)). The goal is to provide an in-depth understanding of the characteristics and peculiarities of Senegalese youth’s employment paths in the formal labor market, as well as an initial impact assessment of direct and indirect interventions linked to public employment policies for youth and women (such as the Territorial First Employment Scheme (ARD/MFPAI) and the National State-Employers Convention (MJEE) funded by AICS.
The activities will include the design of surveys and their scientific supervision (primarily handled by CNR), collaboration in data collection (primarily handled by ANSD), and joint data analysis by CNR and ANSD.
The main beneficiaries of the project are educated Senegalese youth seeking employment, who can benefit from the knowledge and policy measures that may be introduced to expand job opportunities. Other key stakeholders include:
- The Senegalese government and ministries responsible for promoting youth employment;
- The Senegalese private sector, for which development policies can be formulated;
- ANSD, which will be able to expand its statistical surveys and expertise in producing data for policy evaluation.
Project Objectives
General objective: Contribute to expanding formal employment in Senegal, particularly by promoting job access for youth and women.
Specific objective: Enable public decision-makers to make informed decisions on employment policies.
Results-Based Operational Strategy
R1: Conduct impact and outcome analyses of AICS’s project portfolio supporting public policies for job placement and creation.
R2: Expand and strengthen national databases on the inclusion of women, youth, and people with disabilities in the formal labor market, as well as wage data and accessibility to first employment, particularly for young graduates.
R3: Transfer and strengthen socioeconomic knowledge and research methodologies at ANSD, particularly through training courses and exchanges between CNR, ANSD, and various relevant stakeholders.

- Senegalese statistical agencies;
- The Senegalese private sector, for which development policies can be formulated.
