The environmental history of Ilva/Italsider in Bagnoli and MobilOil/Kuwait Petroleum in East Naples leads to the challenges posed in the present by the two Sites of National Interest in the City of Naples. In an overview, it may seem obvious that the environmental impact produced over time by the two immense base plants is the main cause of the currently detectable state of disruption in the two suburban ecosystems. Yet, during the course of the second twentieth century, the steel and oil cycle grafted onto the Neapolitan region repeatedly adopted useful measures to contain its environmental impact.
Given this background, the talk will deconstruct and reconstruct from a historical perspective the political, social and cultural reasons behind the emergence, legitimization and implementation of environmental policies for the two giants of Neapolitan industry. The effectiveness of these policies will be evaluated through short- and long-term consequences on the state of natural matrices, consumption of finite resources, incidence of relevant risks, health conditions of citizens, and balances between urban functions.
SPEAKER. Valerio Caruso is a doctoral candidate in Social and Political Change at the Universities of Turin and Florence, a CNR-ISMed associate and editor-in-chief of the Italian Society of Environmental History. His research interests are in urban, industrial and deindustrialization environmental history, history of sustainable technologies, socio-technical studies and policy-making analysis.
