Maritime Spatial Planning (MSP) is a process of implementing ecosystem-based management of the marine and coastal environment with the ambitious goal of protecting the natural capital of the oceans and promoting sustainable economic growth of maritime sectors. One of the main challenges of MSP is to identify methods and tools for the integrated assessment of socio-economic aspects with physical and environmental variables, trying to evaluate the economic costs and benefits of the Plan and identify a cause-effect relationship between MSP and economic performance.
In the framework of the National Biodiversity Future Center project, the seminar intends to illustrate the methods used to estimate the socio-economic impact on the blue economy sectors in three Italian pilot areas and their interrelationship with the main marine ecosystem services.
THE SPEAKER. Monica Gambino is an economist with extensive experience in analysing the socio-economic aspects of Mediterranean and European fisheries. She started her research activity at the Institute of Economic Research for Fisheries and Aquaculture (IREPA) and from 2013 to 2023 she was a researcher at NISEA, the economic research institute responsible for the production of national economic data of the fisheries sector within the National Fisheries Data Collection Programme.
Since 1999 she has been involved in and coordinated numerous national and international projects on fisheries economics, participating in the drafting of national management plans coordinated by the MASAF Fisheries Directorate and has produced over twenty publications including articles in journals, book chapters and proceedings of international conferences.
Since 2021 she has been Vice-President of the European Association of Fisheries Economists (EAFE) and in 2020 and 2021 she was Co-Chair of the European Coordination Group for Economic Issues (RCG ECON), under Regulation (EU) 2017/1004 establishing a Union framework for the collection, management and use of data in the fisheries sector.
As an expert in the sector, he has participated in numerous technical-scientific fora, such as the Scientific, Technical and Economic Committee for Fisheries (STECF) of the European Union, the FAO Advisory Committee on Fisheries and Aquaculture in the Mediterranean and the Fisheries Committee of the Organisation for Economic Cooperation and Development (OECD).
His research activity has focused on the development of bio-economic models applied to the Mediterranean fisheries context, on statistical methods for validation and verification of fisheries data, on the sustainable value chain, on the assessment of tangible and intangible capital of fishing fleets, and on the impact analysis of European funds.
Since October 2023, he has been coordinating, as a fixed-term researcher at CNR-ISMed, the task “Development and application of innovative methodologies for the integrated socio-economic-environmental analysis and assessment of National Maritime Spatial Plans” of the National Biodiversity Future Center project, which has the task of conserving, restoring, monitoring and enhancing marine biodiversity in Italian marine and coastal areas.
During his eighteen months at ISMed, he produced several scientific articles in collaboration with several CNR colleagues, concerning the evaluation of tools and methodologies for sustainable decision-making in marine spatial planning (Sustainability), the shared management of fish stocks in the Mediterranean (Mediterranean Economies, 2024, an integrated view of governance systems for the sustainable (bio)blue economy (Handbook of Sustainable Blue Economy).
